1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 5.755 and 5.756 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The Soil and Water Conservation District Fund.
 
8     (30 ILCS 105/5.756 new)
9     Sec. 5.756. The St. Jude Children's Research Fund.
 
10     Section 10. The Illinois Vehicle Code is amended by adding
11 Sections 3-689 and 3-690 as follows:
 
12     (625 ILCS 5/3-689 new)
13     Sec. 3-689. Soil and Water Conservation District Plates.
14     (a) In addition to any other special license plate, the
15 Secretary, upon receipt of all applicable fees and applications
16 made in the form prescribed by the Secretary of State, may
17 issue Soil and Water Conservation District license plates. The
18 special Soil and Water Conservation District plate issued under
19 this Section shall be affixed only to passenger vehicles of the
20 first division and motor vehicles of the second division

1 weighing not more than 8,000 pounds. Plates issued under this
2 Section shall expire according to the staggered multi-year
3 procedure established by Section 3-414.1 of this Code.
4     (b) The design, color, and format of the plates shall be
5 wholly within the discretion of the Secretary of State.
6 Appropriate documentation, as determined by the Secretary,
7 must accompany each application. The Secretary, in his or her
8 discretion, shall approve and prescribe stickers or decals as
9 provided under Section 3-412.
10     (c) An applicant for the special plate shall be charged a
11 $40 fee for original issuance in addition to the appropriate
12 registration fee. Of this fee, $25 shall be deposited into the
13 Soil and Water Conservation District Fund and $15 shall be
14 deposited into the Secretary of State Special License Plate
15 Fund, to be used by the Secretary to help defray the
16 administrative processing costs. For each registration renewal
17 period, a $27 fee, in addition to the appropriate registration
18 fee, shall be charged. Of this fee, $25 shall be deposited into
19 the Soil and Water Conservation District Fund and $2 shall be
20 deposited into the Secretary of State Special License Plate
21 Fund.
22     (d) The Soil and Water Conservation District Fund is
23 created as a special fund in the State treasury. All money in
24 the Soil and Water Conservation District Fund shall be paid,
25 subject to appropriation by the General Assembly and approval
26 by the Secretary, as grants to Illinois soil and water

1 conservation districts for projects that conserve and restore
2 soil and water in Illinois. All interest earned on moneys in
3 the Fund shall be deposited into the Fund. The Fund shall not
4 be subject to administrative charges or chargebacks, such as
5 but not limited to those authorized under Section 8h of the
6 State Finance Act.

8     Sec. 3-690. St. Jude Children's Research Hospital Plates.
9     (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and applications

12 issue St. Jude Children's Research Hospital license plates. The
13 special St. Jude Children's Research Hospital plate issued
14 under this Section shall be affixed only to passenger vehicles
15 of the first division and motor vehicles of the second division
16 weighing not more than 8,000 pounds. Plates issued under this
17 Section shall expire according to the staggered multi-year
18 procedure established by Section 3-414.1 of this Code.

19 such as but not limited to those authorized under Section 8h of
20 the State Finance Act.
