1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing Section
5 9-15 as follows:
 
6     (10 ILCS 5/9-15)  (from Ch. 46, par. 9-15)
7     Sec. 9-15. It shall be the duty of the Board-
8     (1) to develop prescribed forms for notice to political
9 committees of their obligations under this Article and for
10 identification of persons examining statements or reports
11 filed under this Article, and to supply such forms, and the
12 forms for filing statements of organization and required
13 reports , reports of campaign contributions, and annual reports
14 of campaign contributions and expenditures to the appropriate
15 persons and election authorities;
16     (2) to prepare, publish, and furnish to the appropriate
17 persons and election authorities a manual of instructions
18 setting forth recommended uniform methods of bookkeeping and
19 reporting under this Article;
20     (3) to prescribe suitable rules and regulations to carry
21 out the provisions of this Article. Such rules and regulations
22 shall be published and made available to the public at
23 reasonable cost. The Board may determine which of its

1 prescribed rules and regulations shall be binding on the county
2 clerks in carrying out their duties under this Article;
3     (4) to send by first class mail, after the general primary
4 election in even numbered years, to the chairman of each
5 regularly constituted State central committee, county central
6 committee and, in counties with a population of more than
7 3,000,000, to the committeemen of each township and ward
8 organization of each political party notice of their
9 obligations under this Article, along with a form for filing
10 the statement of organization; .
11     (5) to promptly make all reports and statements filed under
12 this Article available for public inspection and copying no
13 later than 2 business days after their receipt and to permit
14 copying of any such report or statement at the expense of the
15 person requesting the copy;
16     (6) to develop a filing, coding, and cross-indexing system
17 consistent with the purposes of this Article;
18     (7) to compile and maintain a list of all statements or
19 parts of statements pertaining to each candidate;
20     (8) to prepare and publish such reports as the Board may
21 deem appropriate; and
22     (9) to annually notify each political committee that has
23 filed a statement of organization with the Board of the filing
24 dates for each quarterly report, provided that such
25 notification shall be made by first-class mail unless the
26 political committee opts to receive notification
