SYNOPSIS AS INTRODUCED:
 
25 ILCS 10/3.5 new

    Amends the General Assembly Operations Act. Provides that, before final passage in either chamber of the General Assembly, a bill with fiscal impact, in its final form, must have been posted on the General Assembly's Internet website for at least 5 business days. Defines a "bill with fiscal impact" as a bill making an appropriation or a bill for which any of the following notes are required: fiscal, pension impact, judicial, State debt impact, correctional budget and impact, balanced budget, or housing affordability impact. Effective immediately.

1     AN ACT concerning the legislature.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The General Assembly Operations Act is amended
5 by adding Section 3.5 as follows:
 
6     (25 ILCS 10/3.5 new)
7     Sec. 3.5. Fiscal bills; post 5 business days. Before final
8 passage in either chamber of the General Assembly, a bill with
9 fiscal impact, in its final form, must have been posted on the
10 General Assembly's Internet website for at least 5 business
11 days (calendar days excluding weekends and State holidays). In
12 this Section, a "bill with fiscal impact" is a bill making an
13 appropriation or a bill for which any of the following notes
14 are required: fiscal, pension impact, judicial, State debt
15 impact, correctional budget and impact, balanced budget, or
16 housing affordability impact.
 
17     Section 99. Effective date. This Act takes effect upon
18 becoming law.
