SYNOPSIS AS INTRODUCED:

30 ILCS 105/4.2 new

Amends the State Finance Act. Provides that the State may not obligate or expend any amount, from any source, for any project if the project expands, improves, or upgrades freight or passenger rail service using the Third Street rail corridor in Springfield, Illinois. Effective immediately.

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Finance Act is amended by adding Section 4.2 as follows:

(30 ILCS 105/4.2 new)

Sec. 4.2. Notwithstanding any other provision of law, the State may not obligate or expend any amount, from any source, for any project if the project expands, improves, or upgrades freight or passenger rail service using the Third Street rail corridor in Springfield, Illinois.

Section 99. Effective date. This Act takes effect upon becoming law.
