1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Procurement Code is amended by
5 adding Section 45-57 as follows:
 
6     (30 ILCS 500/45-57 new)
7     Sec. 45-57. Veteran-owned businesses.
8     (a) As used in this Section:
9         (1) "Armed Forces" means the United States Army, Navy,
10     Marine Corps, Air Force, and Coast Guard.
11         (2) "Veteran" means a person who served in the United
12     States Armed Forces, a reserve component of the United
13     States Armed Forces, or the Illinois National Guard and who
14     was discharged (i) honorably, (ii) due to hardship, or
15     (iii) due to a service-connected disability.
16         (3) "Veteran-owned business" means a business concern
17     (i) at least 51% of which is owned by one or more veterans
18     or, in the case of a corporation, at least 51% of the stock
19     of which is owned by one or more veterans and (ii) the
20     management and daily business operations of which are
21     conducted by one or more veterans.
22     (b) At least 10% of the total dollar amount of State
23 contracts of all agencies under his or her jurisdiction shall

1 be established by each chief procurement officer as a goal to
2 be awarded to veteran-owned businesses. This requirement
3 relates to the total dollar amount of State contracts during
4 each State fiscal year, calculated by examining independently
5 each type of contract for each State agency that awards those
6 contracts. Only that percentage of agreements that represent
7 the participation of veteran-owned businesses on such
8 contracts shall be included.
9     (c) Each chief procurement officer shall adopt rules for
10 the implementation and administration of this Section.
