    Amends the Housing Affordability Impact Note Act. Changes the short title of the Act to the Housing Sustainability Impact Note Act. Requires bill notes if housing sustainability is affected. Effective immediately.

1     AN ACT concerning housing sustainability.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Housing Affordability Impact Note Act is
5 amended by changing the title of the Act and Sections 1 and 5
6 as follows:
 
7     (25 ILCS 82/Act title)
8 An Act requiring housing sustainability affordability
9 impact notes in relation to certain bills.
 
10     (25 ILCS 82/1)
11     Sec. 1. Short Title. This Act may be cited as the Housing
12 Sustainability Affordability Impact Note Act.

15     Sec. 5. Applicability.
16     (a) Every bill, except those making a direct appropriation,
17 the purpose or effect of which is to directly increase or
18 decrease the cost of constructing, purchasing, owning,
19 sustaining, or selling a single family residence shall have
20 prepared for it, before second reading in the house of
21 introduction, a brief explanatory statement or note that shall

1 include a reliable estimate of the anticipated impact.
2     (b) Every proposed rule of an agency, the purpose or effect
3 of which is to directly increase or decrease the cost of
4 constructing, purchasing, owning, sustaining, or selling a
5 single family residence shall have prepared for it, before
6 approval by the Joint Committee on Administrative Rules
7 pursuant to the Illinois Administrative Procedure Act, a brief
8 explanatory statement or note that shall include a reliable
9 estimate of the anticipated impact. As used in this Act, "rule"
10 and "agency" have the same meanings as in the Illinois
11 Administrative Procedure Act.
12     (c) These statements or notes shall be known as housing
13 sustainability affordability impact notes.

15     Section 99. Effective date. This Act takes effect upon
16 becoming law.
