SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-25 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that the Governor shall submit a proposed budget for higher education in which total GRF appropriations are no less than the total GRF appropriations of the previous fiscal year, unless the Governor declares in writing to the General Assembly the reason for lesser amounts. Provides that the General Assembly shall appropriate amounts for higher education from GRF for each fiscal year so that the total GRF appropriation is no less than the total GRF appropriation for the previous fiscal year, unless the General Assembly declares by Joint Resolution the reason for lesser amounts. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Budget Law of the Civil Administrative
5 Code of Illinois is amended by adding Section 50-25 as follows:
 
6     (15 ILCS 20/50-25 new)
7     Sec. 50-25. Responsible Higher Education Funding Law.
8     (a) The Governor shall submit to the General Assembly a
9 proposed budget for higher education in which total General
10 Revenue Fund appropriations are no less than the total General
11 Revenue Fund appropriations of the previous fiscal year. The
12 Governor may submit a proposed budget in which the total
13 appropriated amounts are less than the previous fiscal year if
14 the Governor declares in writing to the General Assembly the
15 reason for the lesser amounts.
16     (b) The General Assembly shall appropriate amounts for
17 higher education from the General Revenue Fund for each fiscal
18 year so that the total General Revenue Fund appropriation is no
19 less than the total General Revenue Fund appropriation for
20 higher education for the previous fiscal year. The General
21 Assembly may appropriate lesser amounts if it declares by Joint
22 Resolution the reason for the lesser amounts.
23     (c) This Section may be cited as the Responsible Higher

2     Section 99. Effective date. This Act takes effect upon
3 becoming law.
