| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois, | | 3 |
| represented in the General Assembly:
| | 4 |
| Section 5. The Illinois Coal and Energy Development Bond | | 5 |
| Act is amended by changing Section 2 as follows:
| | 6 |
| (20 ILCS 1110/2) (from Ch. 96 1/2, par. 4102)

| Sec. 2.
As used in this Act, "coal" or "coal resources" | | 8 |
| include coal,
coal products or by-products, including | | 9 |
| electricity and
and synthetic fuels.
"Development of fossil | | 10 |
| fuels and coal resources" includes research,
development, and | | 11 |
| demonstration of improved methods of discovery,
production, | | 12 |
| transportation, sale, distribution, conversion, utilization,
| | 13 |
| end-use and waste disposal of fossil fuels and coal resources.
| | 14 |
| "Development of alternative forms of energy" includes | | 15 |
| research, development
and demonstration for the purposes of | | 16 |
| promoting the adoption and
utilization of energy systems, | | 17 |
| including but not limited to solar heating
and cooling, solar | | 18 |
| passive, photovoltaic, wind, bioconversion, geothermal,
| | 19 |
| hydroelectric, re-use of waste energy, re-use of waste | | 20 |
| materials, and any
other energy system except that which is | | 21 |
| generated by nuclear energy.
"Fossil fuels" include petroleum, | | 22 |
| petroleum by-products and natural gas. | | 23 |
