SYNOPSIS AS INTRODUCED:

New Act

Creates the Movable Soccer Goal Safety Act. Provides that a person, in setting up a movable soccer goal for use, must follow all applicable guidelines for anchoring, securing, and counterweighting the movable soccer goal that are set forth in "Guidelines for Movable Soccer Goal Safety", published by the U.S. Consumer Product Safety Commission. Provides that a violation of the Act is a petty offense for which a fine not to exceed $500 may be imposed.

A BILL FOR

AN ACT concerning movable soccer goals.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Movable Soccer Goal Safety Act.

Section 5. Definitions. As used in this Act:

"Movable soccer goal" means a freestanding structure consisting of at least 2 upright posts, a crossbar, and support bars that is designed:

(1) to be used by adults or children for the purposes of a soccer goal;

(2) to be used without any other form of support or restraint (other than pegs, stakes, or other forms of temporary anchoring device); and

(3) to be able to be moved to different locations.

"Guidelines for Movable Soccer Goal Safety" means the publication "Guidelines for Movable Soccer Goal Safety" published by the U.S. Consumer Product Safety Commission in January, 1995 or any successor version of that publication.

Section 10. Setting up a movable soccer goal. A person, in setting up a movable soccer goal for use, must follow all applicable guidelines for anchoring, securing, and counterweighting the movable soccer goal that are set forth in "Guidelines for Movable Soccer Goal Safety".

Section 15. Penalty. Violation of this Act is a petty offense for which a fine not to exceed $500 may be imposed.
