1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 12-821 and 20-204 and by adding Section 3-684 as
6 follows:
 
7     (625 ILCS 5/3-684 new)
8     Sec. 3-684. Distinguished Flying Cross license plates.
9     (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and applications
11 made in the form prescribed by the Secretary of State, may
12 issue Distinguished Flying Cross license plates to residents of
13 Illinois who have been awarded the Distinguished Flying Cross
14 medal by the United States Armed Forces. The special
15 Distinguished Flying Cross plates issued under this Section
16 shall be affixed only to passenger vehicles of the first
17 division, motorcycles, and motor vehicles of the second
18 division weighing not more than 8,000 pounds. Plates issued
19 under this Section shall expire according to the staggered
20 multi-year procedure established by Section 3-414.1 of this
21 Code.
22     (b) The design, color, and format of the plates shall be
23 wholly within the discretion of the Secretary of State. The

1 Secretary may, in his or her discretion, allow the plates to be
2 issued as vanity plates or personalized in accordance with
3 Section 3-405.1 of this Code. The plates are not required to
4 designate "Land Of Lincoln", as prescribed in subsection (b) of
5 Section 3-412 of this Code. The Secretary shall, in his or her
6 discretion, approve and prescribe stickers or decals as
7 provided under Section 3-412.
8     (c) An applicant shall be charged a $15 fee for original
9 issuance in addition to the applicable registration fee. This
10 additional fee shall be deposited into the Secretary of State
11 Special License Plate Fund.

13     Sec. 12-821. Display of telephone number; complaint calls.
14     (a) Each school bus shall display at the rear of the bus a
15 sign, with letters and numerals readily visible and readable,
16 indicating the area code and telephone number of the owner of
17 the school bus, regardless of whether the owner is a school
18 district or another person or entity. The sign shall be in the
19 following form:
20     "TO COMMENT ON MY DRIVING, CALL (area code and telephone
21 number of school bus owner)" indicate that the number is to be
22 called to report erratic driving by the school bus driver.
23     A school bus owner who placed a sign conforming to the
24 requirements of Public Act 95-176 on a school bus before the
25 effective date of this amendatory Act of the 96th General

1 Assembly may continue to use that sign on that school bus
2 rather than a sign that conforms to the requirements of this
3 amendatory Act of the 96th General Assembly; however, if the
4 school bus owner replaces that sign, the replacement sign shall
5 conform to the requirements of this amendatory Act of the 96th
6 General Assembly.
7     (b) The owner of each school bus shall establish procedures
8 for accepting the calls provided for under subsection (a) and
9 for taking complaints.
10     (c) The procedures established under subsection (b) shall
11 include, but not be limited to:
12         (1) an internal investigation of the events that led to
13     each complaint; and
14         (2) a report to the complaining party on the results of
15     the investigation and the action taken, if any.
