1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Section 3-684 as follows:
 
6     (625 ILCS 5/3-684 new)
7     Sec. 3-684. Southwest Asia Service license plates.
8     (a) In addition to any other special license plate, the
9 Secretary, upon receipt of all applicable fees and applications
10 made in the form prescribed by the Secretary of State, may
11 issue Southwest Asia Service license plates to residents of
12 Illinois who have earned the Southwest Asia Service Medal from
13 the United States Armed Forces. The special Southwest Asia
14 Service plates issued under this Section shall be affixed only
15 to passenger vehicles of the first division, motorcycles, and
16 motor vehicles of the second division weighing not more than
17 8,000 pounds. Plates issued under this Section shall expire
18 according to the staggered multi-year procedure established by
19 Section 3-414.1 of this Code.
20     (b) The design, color, and format of the plates shall be
21 wholly within the discretion of the Secretary of State. The
22 Secretary may, in his or her discretion, allow the plates to be
23 issued as vanity plates or personalized in accordance with

1 Section 3-405.1 of this Code. The plates are not required to
2 designate "Land Of Lincoln", as prescribed in subsection (b) of
3 Section 3-412 of this Code. The Secretary shall, in his or her
4 discretion, approve and prescribe stickers or decals as
5 provided under Section 3-412.
6     (c) An applicant shall be charged a $15 fee for original
7 issuance in addition to the applicable registration fee. This
8 additional fee shall be deposited into the Secretary of State
9 Special License Plate Fund.
