SYNOPSIS AS INTRODUCED:

25 ILCS 120/5.10 new

Amends the Compensation Review Act. With respect to Compensation Review Board recommendations beginning in 2010 for cost of living adjustments to General Assembly member compensation, prohibits the recommendation from including adjustments for periods of time other than the period since the Board's most recent previous report. Invalidates any violating portions of future reports, and prohibits the payment of funds appropriated for compensation in violation of the prohibition.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Compensation Review Act is amended by adding Section 5.10 as follows:

(25 ILCS 120/5.10 new)

Sec. 5.10. General Assembly COLA. Beginning with Compensation Review Board reports required by this Act in 2010 and thereafter, any recommendation of a cost of living adjustment, whether expressed as a percentage or a dollar amount, to the compensation of a member of the General Assembly shall include only an adjustment for the period since the most recent previous Board report and shall not include an accumulation of cost of living adjustments for periods of time other than the period since the most recent previous report.

The portion of any Board report that violates this Section shall be without effect, regardless of whether or not the General Assembly disapproves or reduces that report, and any funds appropriated for compensation in violation of this Section shall not be paid.
