SYNOPSIS AS INTRODUCED:
 
20 ILCS 1305/10-27 new

    Amends the Department of Human Services Act. Provides that the Department of Human Services must provide adequate funding for the required services and supports for each individual on the Prioritization of Urgency of Need for Services (PUNS) Waiting List Database in the crisis category within 30 calendar days after that individual is placed on the PUNS Database in the crisis category after completing an enrollment form with a Department pre-admission screener. Provides that Department must provide adequate funding for the required services and supports for each individual on the Database in the emerging crisis category within 90 calendar days after that individual is placed on the PUNS Database in the emerging crisis category after completing an enrollment form with a Department pre-admission screener. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Human Services Act is amended
5 by adding Section 10-27 as follows:
 
6     (20 ILCS 1305/10-27 new)
7     Sec. 10-27. Prioritization of Urgency of Need for Services
8 Database.
9     (a) The PUNS Waiting List Database is an existing database
10 operated by the Department that includes Illinois children,
11 adolescents, and adults with developmental disabilities who
12 have needs or anticipate having needs for developmental
13 disability services. It is the intent of the General Assembly
14 to ensure that individuals on the PUNS Waiting List Database
15 are receiving the services and supports they require according
16 to the individual's needs and in a timely manner.
17     (b) For purposes of this Section:
18     "Crisis category" means a category on the PUNS Waiting List
19 Database and on the enrollment form in which an individual
20 requires immediate services.
21     "Department" means the Department of Human Services.
22     "Department pre-admission screener", also known as an
23 Independent Service Coordination Agency or a Pre-Admission

1 Screening Agency or Independent Service Coordination Agency,
2 means an entity that contracts with the Department to provide
3 coordination services as outlined in Section 10 of the
4 Disabilities Service Act of 2003.
5     "Emerging crisis category" means a category on the PUNS
6 Waiting List Database and on the enrollment form in which an
7 individual requires services within one year.
8     "Enrollment form" means the Prioritization of Urgency of
9 Needs for Services Waiting List Database enrollment form. This
10 form must be completed by the individual along with his or her
11 primary care giver or guardian in the presence of a Department
12 pre-admission screener.
13     "PUNS Waiting List Database" means the Prioritization of
14 Urgency of Need for Services Waiting List Database.
15     (c) The Department must provide adequate funding for the
16 required services and supports for each individual on the PUNS
17 Waiting List Database in the crisis category within 30 calendar
18 days after that individual is placed on the PUNS Database in
19 the crisis category after completing an enrollment form with a
20 Department pre-admission screener.
21     (d) The Department must provide adequate funding for the
22 required services and supports for each individual on the
23 Database in the emerging crisis category within 90 calendar
24 days after that individual is placed on the PUNS Database in
25 the emerging crisis category after completing an enrollment
26 form with a Department pre-admission screener.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
