SYNOPSIS AS INTRODUCED:
 
225 ILCS 10/6.1 new

    Amends the Child Care Act of 1969. Provides that the Department must adopt by rule a rating system for all day care facilities licensed under the Act, and seek the advice and assistance of persons representative of the various types of child care facilities in establishing such rating system. Provides that after each inspection by the Department, a day care facility must receive a rating from the Department and be provided some form of notice which explains the basis for the rating that it received. Provides that a day care facilities must conspicuously display its rating on the premises in a form to be determined by the Department. Provides that upon the request of a day care facility, the Department may re-inspect the day care facility and issue a new rating. Provides that the Department may require that a fee be paid by the day care facility to cover the costs of such re-inspection.

1     AN ACT concerning child care.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Child Care Act of 1969 is amended by adding
5 Section 6.1 as follows:
 
6     (225 ILCS 10/6.1 new)
7     Sec. 6.1. Rating system for day care facilities.
8     (a) For the purposes of this Section, "day care facility"
9 means any day care center, day care agency, part day care child
10 facility, day care home, or group day care home that is
11 licensed under this Act.
12     The Department must adopt by rule a rating system for all
13 day care facilities licensed under this Act, and seek the
14 advice and assistance of persons representative of the various
15 types of child care facilities in establishing such rating
16 system.
17     (b) After each inspection by the Department, a day care
18 facility must receive a rating from the Department and be
19 provided some form of notice which explains the basis for the
20 rating that it received.
21     (c) Any day care facility that receives a rating from the
22 Department pursuant to this Section must conspicuously display
23 its rating on the premises in a form to be determined by the

2     (d) The Department must make its ratings of day care
3 facilities publicly available on its website.
4     (e) Upon the request of a day care facility, the Department
5 may re-inspect the day care facility and issue a new rating.
