SYNOPSIS AS INTRODUCED:
 
215 ILCS 170/30

    Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall permit private employers, as defined in the Day and Temporary Labor Services Act and doing business in Illinois, to enroll as unpaid application agents. Effective January 1, 2010.

1     AN ACT concerning insurance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Covering ALL KIDS Health Insurance Act is
5 amended by changing Section 30 as follows:

8     (Section scheduled to be repealed on July 1, 2011)
9     Sec. 30. Program outreach and marketing. The Department may
10 provide grants to application agents and other community-based
11 organizations to educate the public about the availability of
12 the Program. The Department shall adopt rules regarding
13 performance standards and outcomes measures expected of
14 organizations that are awarded grants under this Section,
15 including penalties for nonperformance of contract standards.
16 The Department shall permit private employers, as defined in
17 the Day and Temporary Labor Services Act and doing business in
18 Illinois, to enroll as unpaid application agents.

7 The Department shall permit private employers, as defined in
8 the Day and Temporary Labor Services Act and doing business in
9 Illinois, to enroll as unpaid application agents.
10     The Department shall annually publish electronically on a
11 State website and in no less than 2 newspapers in the State the
12 premiums or other cost sharing requirements of the Program.

14     Section 95. No acceleration or delay. Where this Act makes
15 changes in a statute that is represented in this Act by text
16 that is not yet or no longer in effect (for example, a Section
17 represented by multiple versions), the use of that text does
18 not accelerate or delay the taking effect of (i) the changes
19 made by this Act or (ii) provisions derived from any other
20 Public Act.
 
21     Section 99. Effective date. This Act takes effect January
22 1, 2010.
