1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2310-77 as follows:
 
7    (20 ILCS 2310/2310-77 new)
8    Sec. 2310-77. Chronic Disease Nutrition and Outcomes
9Advisory Commission.
10    (a) Subject to appropriation, the Chronic Disease
11Nutrition and Outcomes Advisory Commission is created to advise
12the Department on how best to incorporate nutrition as a
13chronic disease management strategy into State health policy to
14avoid Medicaid hospitalizations, and how to measure health care
15outcomes that will likely be required by new federal
16legislation.
17    (b) The Commission shall consist of all of the following
18members:
19        (1) One member of the Senate appointed by the President
20    of the Senate and one member of the Senate appointed by the
21    Minority Leader of the Senate.
22        (2) One member of the House of Representatives
23    appointed by the Speaker of the House of Representatives

1    and one member of the House of Representatives appointed by
2    the Minority Leader of the House of Representatives.
3        (3) Five members appointed by the Governor as follows:
4            (A) One representative of a not-for-profit social
5        service agency that provides clinical nutrition
6        services to individuals with HIV/AIDS and other
7        chronic diseases.
8            (B) One representative of a teaching medical
9        hospital that collaborates with community social
10        service providers.
11            (C) One representative of a social service agency
12        that provides outreach, counseling, and housing for
13        chronically ill individuals.
14            (D) One person who is a licensed physician with
15        expertise in treating individuals with chronic
16        illnesses, including heart disease, hypertension, and
17        HIV/AIDS, among others.
18            (E) One representative of a not-for-profit
19        community based agency that provides direct care,
20        supportive services, and education related to chronic
21        illnesses, including heart disease, hypertension, and
22        HIV/AIDS, among others.
23    Each Commission member shall serve for a term of 3 years
24and until his or her successor is appointed. Vacancies shall be
25filled in the same manner as original appointments.
26    (c) The Commission shall meet to organize and select a

1chairperson upon appointment of a majority of the members. The
2chairperson shall be elected by a majority vote of the members
3appointed to the Commission. The Commission shall meet at least
44 times a year at the call of the chairperson. Members of the
5Commission shall serve without compensation, but may be
6reimbursed for reasonable expenses incurred as a result of
7their duties as members of the Commission from funds
8appropriated to the Department for that purpose.
9    (d) The Commission shall submit an annual report to the
10Department on or before July 1, 2011 and on or before July 1 of
11each year thereafter with its recommendations.
12    (e) The Department shall provide administrative and staff
13support to the Commission.
 
14    Section 99. Effective date. This Act takes effect January
151, 2011.
