SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Pekin Mayor R. David Tebben, who passed away on December 12, 2008; and

WHEREAS, He was born January 24, 1946, in Pekin to Robert T. and Edna L. (Hecker) Tebben; he was a 1964 graduate of Pekin Community High School, and he graduated in 1968 from the University of Illinois with a bachelor of science degree in finance; He was a member and past president of Lambda Chi Alpha Fraternity; and

WHEREAS, He first worked as a District Sales Manager representative for Pekin Insurance; he later purchased the Kelly Insurance Agency, now known as Tebben Insurance Services Inc.; he owned and operated the independent agency for the past 38 years; he also was a member of the national faculty for the Agency Management for the Society of Certified Insurance Counselors (CIC); and

WHEREAS, He was a past faculty member at both Eureka College and Illinois Central College; he was first elected to the Pekin City Council in 1987 and was re-elected in 1991; he served both terms as Commissioner of Public Health and Safety; in 1995 he won his first term as Mayor, and in 1999 he won a second term, and was reelected Mayor in 2007; and

WHEREAS, During his time as Mayor he represented Pekin at the local, regional and State level through many organizations such as president of the Heart of Illinois Mayors' Association and as vice president of the Illinois Municipal League; he had a great love for Pekin and participated, supported, and led many community events and organizations, including the United Way of Pekin and the former Pekin Jaycees; and

WHEREAS, He was a past president and current ex-officio member of the Pekin Area Chamber of Commerce Board of Directors and served as a presenter and moderator for its annual Leadership Academy; he was the first clue writer and medallion hider for the annual Pekin Marigold Festival; he served as the emcee for the annual Miss Marigold Pageant; he was a member of the Kiwanis Club of Pekin, Pekin Moose Family Center 916, Pekin Elks Lodge 1271, and Empire Lodge 126, Ancient Free and Accepted Masons in Pekin; and

WHEREAS, He was a former Boy Scout and Assistant Scout Master; he was a founding member of the Pekin R/C Club, his favorite pastime was building and flying remote controlled airplanes; and he was a lifelong member of St. Paul United Church of Christ and past president of the church council; and

WHEREAS, He was preceded in death by his parents, Robert and Edna Tebben; and

WHEREAS, R. David Tebben is survived by his three daughters, Shannon N. (Edgar) Sandoval, Tiffany D. Tebben, and Stefanie D. Tebben; his three grandchildren, Ethan Robert Sandoval, Elisabeth Noelle Sandoval, and Aidan David Sandoval; and two sisters, Sharon G. (Dr. John) Sombeck, and Ardis B. (Jerry) Roman; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family, friends, and constituents, the passing of Mayor R. David Tebben; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Mayor R. David Tebben as a symbol of our sincere sympathy.
