SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of James Richard Heil of Alton, who passed away on June 15, 2007; and

WHEREAS, James Heil was born on February 18, 1935, in Alton, the son of the late Harry J.R. and Luella Smith Heil; and

WHEREAS, Mr. Heil served in the United States Army from September of 1957 to March of 1958, and in the Reserves from March of 1958 to December of 1963; he received a Bachelor of Arts degree in 1957 and his Juris Doctor in 1961 from the University of Illinois; he was licensed as an attorney by the State of Illinois on October 26, 1961, and practiced law in the Alton and Godfrey communities; and

WHEREAS, During his career he served as a Madison County State's Attorney and as an Assistant Attorney General for the State of Illinois; he was active in Republican politics, and served on the Madison County Board from 1972 to 1982; he held a Illinois Broker's License, taught real estate law at Lewis and Clark Community College, and received his certification of master practitioner of neuro-linguistic programming in July of 1992; and

WHEREAS, James Heil was certified as a hypnotherapist by the National Guild of Hypnotists in May of 1994; he was a former member of the National Speakers Association; he was a founding officer of the St. Louis Chapter of the National Speakers Association; he was a member of Sigma Phi Epsilon social fraternity, a past member of the Illinois Trial Lawyers Association, the American Trial Lawyers Association, the Illinois State Bar Association, and the American Bar Association; and he was a longtime member of the Alton Little Theater; and

WHEREAS, James Richard Heil is survived by his life partner, Linda Leckrone; his daughter, Laura Shansey and her husband, Patrick; his son, Jeff Heil and his wife, Jean; his grandchildren, Sydney and Evan Shansey, and James and Jayson Heil; his mother-in-law, Verna Wilson; his sister, Donna Amick and her husband, Dan; his cousin, Mimi (Wade) Moore and her husband, Randy and their children, Brady, Mark, and Tricia Moore; his nephew, Randy Heil and his wife, Patty, and his children, Jamie, Josh, and Lori Heil; his dear friend, Brian Gibbons; his brother, Gilbert Heil; his large extended family; and his many friends and special pets, Aloyuisus, Boots, Baby Kitty, Wee One, Eight Ball, and Bart; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the passing of James Richard Heil; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of James Richard Heil as a symbol of our sympathy.
