1     AN ACT concerning public employee benefits.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Employees Group Insurance Act of 1971
5 is amended by adding Section 6.16 as follows:
 
6     (5 ILCS 375/6.16 new)
7     Sec. 6.16. Diabetes collaborative prevention and wellness
8 pilot program. The Department shall develop and implement a
9 3-year pilot program of collaborative prevention and wellness
10 services for State employees with diabetes residing in Cook
11 County or Champaign County to improve their health outcomes and
12 to manage and reduce medical care expenditures related to those
13 individuals.
14     The program shall facilitate the coordination of
15 physicians and pharmacists in their care of program
16 participants, including but not limited to reimbursement of
17 pharmacists for face-to-face collaborative prevention and
18 wellness services. The Department may offer eligible State
19 employees incentives for participation aimed at preventing,
20 diagnosing, treating, and managing diabetes.
21     The program may include, but is not limited to:
22         (1) Coverage for health screenings, health education,
23     body mass index (BMI) monitoring, fitness screening,

1     weight loss, and nutritional counseling.
2         (2) Coverage of all treatments approved by the Food and
3     Drug Administration (FDA) for diabetes, weight loss, and
4     obesity.
5         (3) Waiver or reduction of co-pays for disease-related
6     visits and medications, including preventive visits and
7     treatments.
8     The program shall be funded through appropriations from the
9 Diabetes Research Checkoff Fund.
10     The Department shall report to the Governor and the General
11 Assembly at the end of each year of the program on its impact
12 on patients enrolled in the program.
13     The Department shall adopt rules for the implementation of
14 this Section.
 
15     Section 99. Effective date. This Act takes effect upon
16 becoming law.
