SYNOPSIS AS INTRODUCED:
 
20 ILCS 415/8b.17   from Ch. 127, par. 63b108b.17

    Amends the Personnel Code. Includes intern programs within the provisions concerning trainee programs. Prohibits an intern or trainee, or former intern or trainee, who has not been granted a veteran preference from being appointed in other than an intern or trainee capacity to a position for which a qualified veteran preference recipient is eligible. Prohibits an intern or trainee, or former intern or trainee, who has not been granted a veteran preference from being appointed to a position with the intent of avoiding or evading the public policy of preferring veterans for the position. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Personnel Code is amended by changing
5 Section 8b.17 as follows:
 
6     (20 ILCS 415/8b.17)  (from Ch. 127, par. 63b108b.17)
7     Sec. 8b.17. For intern programs and trainee programs, and
8 for the appointment of persons to positions in intern programs
9 or trainee programs, hereinafter called "intern or trainee
10 appointments". Intern or trainee Trainee appointments may be
11 made with or without examination, with consideration of the
12 needs of Illinois residents, but may not be made to positions
13 in any class that is not in an intern program or a trainee
14 program approved by the Director of Central Management
15 Services. Intern programs and trainee Trainee programs will be
16 developed with consideration of the need for employees with
17 linguistic abilities or cultural knowledge. The Director shall
18 work with the Department of Human Services and the Department
19 of Employment Security in intern or trainee position placements
20 for those persons who receive benefits from those Departments.
21 Persons who receive intern or trainee appointments do not
22 acquire any rights under jurisdiction B of the Personnel Code
23 by virtue of their appointments.

1     An intern or trainee, or former intern or trainee, who has
2 not been granted a veteran preference may not be appointed in
3 other than an intern or trainee capacity to a position subject
4 to this Act when the name of an otherwise qualified recipient
5 of a veteran preference appears on the list of persons eligible
6 for appointment to that position.
7     An intern or trainee, or former intern or trainee, who has
8 not been granted a veteran preference may not be appointed to a
9 position subject to this Act with the intent to avoid or evade
10 the public policy of preferring an otherwise qualified veteran
11 for such a position.

13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
