SYNOPSIS AS INTRODUCED:

5 ILCS 340/9 new

Amends the Voluntary Payroll Deductions Act of 1983. Permits State employees and annuitants to authorize payroll deductions for Illinois income tax checkoff charitable funds. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Voluntary Payroll Deductions Act of 1983 is amended by adding Section 9 as follows:

Sec. 9. Charitable funds contributions.

(a) As used in this Section:

"Combined appeal" means the State and Universities Employees Combined Appeal as defined in this Act.

"Individual income tax return" has the same meaning as in the Illinois Income Tax Act.

"State charitable fund" means any fund that shall have qualified for inclusion for checkoff donations on the individual income tax returns as described in Sections 507 through 510 of the Illinois Income Tax Act.

(b) A State employee or annuitant may authorize the withholding of a portion of his or her salary or wages for contribution to any State charitable fund as part of the combined appeal.

Only those State charitable funds that shall qualify for continued inclusion on the individual income tax returns under Section 509 of the Illinois Income Tax Act shall be eligible for inclusion in the combined appeal.

The Comptroller shall take all necessary steps to ensure that all State employees and annuitants are notified of this right no later than the start of the combined appeal solicitation period for 2007 as described in Section 6.

Section 99. Effective date. This Act takes effect upon becoming law.
