AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Transportation Law of the Civil Administrative Code of Illinois is amended by adding Section 2705-280 as follows:

(20 ILCS 2705/2705-280 new)

Sec. 2705-280. The Airport Improvement Fund. The Airport Improvement Fund is created as a special fund in the State treasury. From moneys appropriated from the Fund, the Department must make grants to airport authorities in the State for airport improvement projects that do not qualify for federal funding.

Section 10. The State Finance Act is amended by adding Section 5.675 as follows:

Sec. 5.675. The Airport Improvement Fund.

Section 99. Effective date. This Act takes effect upon becoming law.
