| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are saddened to learn of the death of
David | 4 |
| Tebben of Pekin, who passed away on December 12, 2008; and
| 5 |
| WHEREAS, David Tebben was born on January 24, 1946 in | 6 |
| Pekin; his parents were Robert T. and Edna L. (Hecker) Tebben; | 7 |
| and
| 8 |
| WHEREAS, David Tebben was a 1964 graduate of Pekin | 9 |
| Community High School; in 1968, he graduated from the | 10 |
| University of Illinois with a Bachelor of Science degree in | 11 |
| finance; he was a member and past president of the Lambda Chi | 12 |
| Alpha Fraternity; and
| 13 |
| WHEREAS, David Tebben was first employed as a District | 14 |
| Sales Manager representative for Pekin Insurance; he later | 15 |
| purchased the Kelly Insurance Agency, now known as Tebben | 16 |
| Insurance Services, Inc.; he owned and operated the independent | 17 |
| agency for the past 38 years; and
| 18 |
| WHEREAS, David Tebben was elected to the Pekin City Council | 19 |
| in 1987 and re-elected in 1991, serving both terms as | 20 |
| Commissioner of Public Health and Safety; in 1995, he won his | 21 |
| first term as Mayor, winning his second term in 1999; in 2007, |

| he was reelected Mayor for a third time; during his tenure as | 2 |
| Mayor, he represented Pekin at the local, regional, and State | 3 |
| levels through many organizations, such as president of the | 4 |
| Heart of Illinois Mayors' Association and as vice president of | 5 |
| the Illinois Municipal League; he was proud of his economic | 6 |
| development efforts and was known as a consensus builder; and
| 7 |
| WHEREAS, David Tebben had a great love for Pekin and | 8 |
| participated, supported, and led many community events and | 9 |
| organizations, including the United Way of Pekin and the former | 10 |
| Pekin Jaycees; he was a member of the Kiwanis Club of Pekin, | 11 |
| Pekin Moose Family Center 916, Pekin Elks Lodge 1271, and | 12 |
| Empire Lodge 126, Ancient Free and Accepted Masons in Pekin; he | 13 |
| was also a former Boy Scout and Assistant Scout Master; and
| 14 |
| WHEREAS, David Tebben was a member of the national faculty | 15 |
| for the Agency Management for the Society of Certified | 16 |
| Insurance Counselors (CIC); he was also a past faculty member | 17 |
| at both Eureka College and Illinois Central College; he was a | 18 |
| past president and current ex-officio member of the Pekin Area | 19 |
| Chamber of Commerce Board of Directors and served as a | 20 |
| presenter and moderator for its annual Leadership Academy; he | 21 |
| was the first clue writer and medallion hider for the annual | 22 |
| Pekin Marigold Festival and served as the emcee for the annual | 23 |
| Miss Marigold Pageant; and

| WHEREAS, David Tebben was a founding member of the Pekin | 2 |
| R/C Club; his favorite pastime was building and flying remote | 3 |
| controlled airplanes; and | 4 |
| WHEREAS, David Tebben was a lifelong member of St. Paul | 5 |
| United Church of Christ and past president of the church | 6 |
| council; and
| 7 |
| WHEREAS, David Tebben was preceded in death by his parents; | 8 |
| and
| 9 |
| WHEREAS, David Tebben is survived by his daughters, Shannon | 10 |
| N. (Edgar) Sandoval, Tiffany D. Tebben, and Stefanie D. Tebben; | 11 |
| his grandchildren, Ethan Robert Sandoval, Elisabeth Noelle | 12 |
| Sandoval, and Aidan David Sandoval; and his sisters, Sharon G. | 13 |
| (DJohn) Sombeck and Ardis B. (Jerry) Roman; therefore, be it
| 14 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 15 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 16 |
| mourn, along with his family and friends, the passing of David | 17 |
| Tebben; and be it further
| 18 |
| RESOLVED, That a suitable copy of this resolution be | 19 |
| presented to the family of David Tebben as an expression of our | 20 |
| sympathy.
