HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to honor James F. Conter for his many accomplishments in his 75 years of dedicated public service; and

WHEREAS, James Conter was born in Freeport on April 8, 1915; he graduated from Freeport High School in 1933; he married Louise "Pat" Conter in 1937, and they have been a "team" for the past 71 years; and

WHEREAS, After attending college in Springfield, James Conter joined the FBI in 1940, serving as a Special Employee Agent in Springfield; he served in that capacity in Honolulu, Hawaii during World War II; upon the death of his father, he left the FBI in 1944 and returned to Freeport, where he assisted in the operation of the family plumbing business; and

WHEREAS, In 1944, James Conter was drafted into the U.S. Navy, serving as a Yeoman until 1946, when he returned home; upon his return, he attended Loyola University in Chicago, graduating in 1947; after graduation, he assisted in the family plumbing business from 1947 until 1965, when he went to work for the State of Illinois Health and Human Services and the Department of Children and Family Services; he served the State faithfully until his retirement in 1981; and

WHEREAS, From 1981 until 2007, James Conter served as a document examiner and handwriting analyst in many court cases, where he was recognized as one of the best in his field; at the age of 93, he has finally "wound down" his consulting services, a testament to his incredible longevity and skill; and

WHEREAS, James Conter serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor and applaud James F. Conter for his many accomplishments and thank him for his many years of dedicated public service; and be it further

RESOLVED, That a suitable copy of this resolution be presented to James F. Conter as a symbol of our esteem and respect.
