HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate the members of the
4 Downtown Neighborhood Association of Elgin on the occasion of
5 the association's 10th anniversary in 2008; and
 
6     WHEREAS, The Downtown Neighborhood Association of Elgin
7 (DNA) was formed in 1998 as a grassroots, membership-based, and
8 volunteer-driven organization with the mission to create,
9 support, and sustain revitalization efforts in Downtown Elgin;
10 the organization is structured on the "tried and true"
11 approaches of the National Main Street Program and focuses
12 solely on the economic revitalization of the Downtown Elgin
13 area and addresses the day-to-day needs of Downtown Elgin
14 stakeholders; and
 
15     WHEREAS, The goals of the Downtown Neighborhood
16 Association of Elgin are to be the "Keeper of the Vision" for
17 Downtown Elgin; to pull together and coordinate the many
18 Downtown Elgin stakeholders and constituents and to promote
19 partnerships by encouraging participation and collaboration of
20 members, business leaders, civic and neighborhood
21 organizations, elected officials, governmental and
22 quasi-government entities, and concerned citizens; to provide
23 a united and authoritative voice on Downtown Elgin issues; to

1 cultivate the leadership required to implement necessary
2 actions; to garner resources to successfully implement the
3 revitalization effort; to market and promote the positive
4 images of Downtown Elgin; to diminish misconceptions of the
5 downtown by acting aggressively to provide a sense of safety,
6 market available parking and cultivate additional parking
7 where necessary, and promote downtown businesses and events; to
8 establish a high-quality physical image for Downtown Elgin and
9 capitalize on the uniqueness of Elgin's historic architecture
10 and riverfront and work to improve facades, design, signs, and
11 streetscapes; to implement an outreach program that heightens
12 the Elgin-community's awareness of the mission of the Downtown
13 Neighborhood Association and the benefits a thriving downtown
14 provides to all Elgin property owners; and to support and
15 assist efforts to improve Elgin's riverfront and with other
16 capital improvement projects as deemed important for the
17 overall revitalization of the downtown area; and
 
18     WHEREAS, All programs and services initiated by the
19 Downtown Neighborhood Association of Elgin have the goal of
20 bringing people and dollars into the Downtown Elgin area,
21 including the Out-to-Lunch and Out-to-Dinner programs, the
22 Cinco De Mayo Fest, the Harvest Market, the 4th of July Parade,
23 the Elgin Cycling Classic, and Window Wonderland; and
 
24     WHEREAS, The strength of the Downtown Neighborhood

1 Association of Elgin lies in the commitment of its volunteers
2 and members to the organization's mission; over the past 10
3 years, hundreds of volunteers have donated countless hours of
4 their time and expertise to advance the mission and enhance the
5 reputation of the DNA; and
 
6     WHEREAS, The manner in which the Downtown Neighborhood
7 Association of Elgin has faithfully served the residents of
8 Downtown Elgin for the past 10 years is worthy of the greatest
9 respect; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 congratulate the members of the Downtown Neighborhood
13 Association of Elgin on the occasion of the association's 10th
14 anniversary and wish them continued success and happiness in
15 the future; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to the Downtown Neighborhood Association of Elgin as
18 a symbol of our esteem and respect.
