HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Fr. Robert Carroll
4 on the occasion of his retirement as principal of Carmel
5 Catholic High School in Mundelein in June of 2008; and
 
6     WHEREAS, Fr. Robert Carroll graduated from Mt. Carmel
7 College in Niagara Falls, Ontario, Canada in 1966, receiving
8 his bachelor's degree in philosophy; he participated in
9 graduate studies in theology at Whitefriars Hall in Washington,
10 D.C. in 1966 through 1967 and at the Washington Theological
11 Union in the fall of 1969 through the spring of 1972; he was
12 ordained as a priest in the Roman Catholic Church in May of
13 1971; and
 
14     WHEREAS, Fr. Robert Carroll began his career in teaching in
15 an interim internship at Mt. Carmel High School in Chicago
16 during the 1967-68 and 1968-69 school years, teaching advanced
17 algebra and European history; he continued taking graduate
18 classes at Georgetown University and DePaul University during
19 this time; from the fall of 1972 until the spring of 1979, he
20 served again at Mt. Carmel as a calculus and German III-IV
21 teacher; he also taught a two year sequence of cross-discipline
22 courses known as philosophical literature and a number of
23 theology courses; and

1     WHEREAS, In 1980, Fr. Robert Carroll assumed the office of
2 Principal at Mt. Carmel High School; over the following 10
3 years, he oversaw the development and growth in the school's
4 financial support, academic accomplishment, athletic success,
5 and spiritual formation; he also received his M.Ed. in
6 administration from Loyola University during this time; under
7 Fr. Carroll's leadership, Mt. Carmel was one of 60 private
8 schools to be given the Exemplary Private School status in the
9 first ever selection of private schools by the United States
10 Department of Education in 1984; a year later, Mt. Carmel was
11 rated in the top 5 best schools in the Chicago area by ABC TV;
12 and
 
13     WHEREAS, In 1990, Fr. Robert Carroll traveled to Israel for
14 a semester study program in Biblical Spirituality with the
15 Catholic Theological Union and completed their certificate of
16 advanced studies in the spring semester at the home campus at
17 Hyde Park; in the fall of 1991, while continuing to teach part
18 time at Mt. Carmel, he began Ph.D. coursework at Loyola
19 University in the area of educational leadership and policy
20 studies, which would lead to his Ph.D. degree in May of 1999;
21 and
 
22     WHEREAS, In the fall of 1994, Fr. Robert Carroll took over
23 the position of Principal at Carmel Catholic High School in

1 Mundelein, a position he remained in until his retirement; and
 
2     WHEREAS, Under Fr. Robert Carroll's leadership, Carmel
3 Catholic High School earned three of its four U.S. Department
4 of Education No Child Left Behind Ribbon awards in 1996, 2002,
5 and 2007; only five high schools in the nation have earned as
6 many blue ribbons as Carmel Catholic, due in large part to
7 Reverend Carroll's great leadership; and
 
8     WHEREAS, Fr. Robert Carroll supervised Carmel Catholic
9 High School being placed in the top 50 Catholic high schools in
10 the Catholic High School Honor Roll in 2004, as well as its
11 placement in the top 20 Catholic high schools in the Catholic
12 High School Honor Roll on the basis of Catholic Identity; he
13 also supervised Carmel Catholic being honored as one of three
14 Catholic high schools in 2006 by Today's Catholic Teacher
15 magazine for its "Innovations in Catholic Identity"; and
 
16     WHEREAS, Fr. Robert Carroll served as a probation manager
17 for the Chicago Board of Education Office of Accountability,
18 where he implemented improvement plans in two large urban
19 public schools; he also responded to Chicago Public School
20 Board of Education and to Superintendent Paul Vallas to
21 supervise failing Chicago Public Schools from 1996 to 2002, in
22 which he guided three high schools and one grade school to be
23 removed from the probation list; and

1     WHEREAS, Fr. Robert Carroll's enthusiasm, love for life,
2 great sense of humor, and great ability to engage students will
3 be greatly missed by the students, faculty, and staff of Carmel
4 Catholic High School; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7 congratulate Fr. Robert Carroll on the occasion of his
8 retirement and wish him continued success and happiness in the
9 future; and be it further
 
10     RESOLVED, That a suitable copy of this resolution be
11 presented to Fr. Robert Carroll as a symbol of our esteem and
12 respect.
