HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Bob Carlock on the
4 occasion of his retirement from Rend Lake College on January
5 31, 2008; and
 
6     WHEREAS, Bob Carlock began working at Rend Lake College in
7 May of 1986; and
 
8     WHEREAS, Bob Carlock was instrumental in the creation of
9 many beneficial programs for Rend Lake College; he was
10 instrumental in the establishment of a $5 million insurance
11 reserve fund for Rend Lake College, which enabled the college
12 to have available insurance coverage in the event of any
13 liability on the campus; the fund also provides interest of
14 $150,000 per year for tort liability purposes, which enabled
15 Rend Lake College to spend $1.3 million for the addition and
16 renovation of the Administration Building on Rend Lake
17 College's main campus in Ina; he was one of very few
18 individuals that helped found an insurance consortium in which,
19 with some umbrella policies, community colleges can collect
20 premiums and insure themselves for health coverage, helping the
21 college save a great amount of money on insurance costs; and
 
22     WHEREAS, Bob Carlock successfully lobbied to obtain

1 funding for a new north road on the Rend Lake College campus,
2 routing traffic around the campus rather than through the
3 campus, which eliminated a very hazardous condition; and
 
4     WHEREAS, Bob Carlock pioneered the Rend Lake College's
5 textbook rental program, one of a few in the State of Illinois;
6 the rental program has made books available to the college's
7 students for a greatly reduced price, combining with the
8 college's low tuition rate to make Rend Lake College one of the
9 most affordable community colleges in the State; and
 
10     WHEREAS, Bob Carlock was responsible for Rend Lake
11 College's marketing plan; under his leadership, the college has
12 grown for five out of the last six years and has set record
13 enrollment during those five years; due to his accomplishments,
14 the college was recognized in Community College Week as the
15 fastest growing college of its size in the nation from the fall
16 of 2004 to the spring of 2005; and
 
17     WHEREAS, Bob Carlock was largely responsible for the
18 renovation of the Rend Lake College MarketPlace in Mt. Vernon;
19 once a declining outlet mall, the Rend Lake College MarketPlace
20 is now a thriving community, housing retail stores, state
21 agencies, educational space for Rend Lake College, and space
22 for four year universities; Mr. Carlock was responsible for the
23 purchase of the MarketPlace and is single-handedly responsible

1 for encouraging existing retail businesses to stay and the
2 enticement of new businesses to move in; he was also
3 responsible for the buyout and operation of a golf store that
4 had operated in the MarketPlace previously and the creation of
5 a coffee shop along with an internet cafe to support the
6 activities of the mall; the college now collects hundreds of
7 thousands of dollars of rent from retail stores and State
8 agencies due to Mr. Carlock's forward thinking and fiscal
9 insight; and
 
10     WHEREAS, The faculty, staff, and students of Rend Lake
11 College, as well as the citizens of this State, owe Bob Carlock
12 a debt of gratitude for the services that he has rendered to
13 Rend Lake College and the State at large; therefore, be it
 
14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16 congratulate Bob Carlock on the occasion of his retirement and
17 wish him many happy and healthy retirement years; and be it
18 further
 
19     RESOLVED, That a suitable copy of this resolution be
20 presented to Bob Carlock as a symbol of our esteem and respect.
