SYNOPSIS AS INTRODUCED:
 
5 ILCS 420/2-106 new

    Amends the Illinois Governmental Ethics Act. Prohibits members of the General Assembly from being employed by the State, a municipality, or a unit of local government, with specified exceptions.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Governmental Ethics Act is amended
5 by adding Section 2-106 as follows:
 
6     (5 ILCS 420/2-106 new)
7     Sec. 2-106. Dual employment. No member of the General
8 Assembly, during the term for which he has been elected or
9 appointed, may be employed by the State, a municipality, or
10 unit of local government. This prohibition does not extend to
11 employment as an elected official, firefighter, police
12 officer, school counselor, teacher, or university instructor.
13     As used in this Section:
14         "Elected official" means any individual who was
15     elected to an office in an election certified by the State
16     Board of Elections.
17         "Firefighter" means an individual employed by a fire
18     service.
19         "Police officer" means an individual employed in a
20     regularly constituted police department appointed and
21     sworn or designated by law as a peace officer.
22         "School counselor" has the meaning ascribed to it in
23     Section 10-22.24a of the School Code.

1         "Teacher" means any or all school district employees
2     regularly required to be certified under laws relating to
3     the certification of teachers.
4         "University instructor" means any member of the
5     educational staff of the University of Illinois, Southern
6     Illinois University, Chicago State University, Eastern
7     Illinois University, Governors State University, Illinois
8     State University, Northeastern Illinois University,
9     Northern Illinois University, Western Illinois University,
10     or the Illinois Mathematics and Science Academy whose
11     employment is permanent and continuous or who is employed
12     in a position in which services are expected to be rendered
13     on a continuous basis for at least 4 months or one academic
14     term, whichever is less.
