SYNOPSIS AS INTRODUCED:

New Act

Creates the Backflow Protection Task Force Act. Establishes the Backflow Protection Task Force to conduct a study on and to propose legislative measures designed to (1) updated current laws, regulations, and guidelines governing the use of backflow protection devices in public buildings and (2) promote policies that will prevent drinking water contamination by a faulty or non-existent backflow protection device. Effective immediately.

AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Backflow Protection Task Force Act.

Section 5. Purpose. The purpose of this Act is to establish a task force with the mission of conducting a study on and proposing legislative measures designed to do each of the following:

(1) Update current laws, regulations, and guidelines governing the use of backflow protection devices in public buildings.

(2) Promote policies that will prevent drinking water contamination by a faulty or non-existent backflow protection device.

Section 10. Backflow protection device defined. In this Act, "backflow protection device" means any device or valve designed for the prevention of leakage between 2 or more ports.

Section 15. Backflow Protection Task Force.

(a) There is hereby created the Backflow Protection Task Force within the Office of the Lieutenant Governor, which shall be comprised of the following members: the Lieutenant Governor or his or her designee, who shall serve as Chairperson of the Task Force; the Director of Public Health or his or her designee; one member appointed by the Attorney General; one member appointed by the President of the Senate; one member appointed by the Minority Leader of the Senate; one member appointed by the Speaker of the House of Representatives; and one member appointed by the Minority Leader of the House of Representatives.

(b) Appointments to the Task Force must be made no later than 90 days after the effective date of this Act.

(c) Appointments to fill vacancies shall be made in the same manner as the original appointments.

(d) At the discretion of the Chairperson, additional individuals may participate as non-voting members in the meetings of the Task Force.

(e) Members of the Task Force shall serve without compensation.

(f) The Office of the Lieutenant Governor shall provide staff and administrative services to the Task Force.

Section 20. Meetings; final report. Once all members have been appointed, the Task Force shall meet not less than 2 times in a 12-month period after the effective date of this Act to carry out the purposes set forth in Section 5 of this Act.

A final report delineating the findings, conclusions, and recommendations of the Task Force must be submitted to the General Assembly no later than 16 months after the effective date of this Act, at which time the Task Force shall be dissolved.

Section 99. Effective date. This Act takes effect upon becoming law.
