SYNOPSIS AS INTRODUCED:
 
605 ILCS 10/9.65 new

    Amends the Toll Highway Act. Provides that no person or entity, other than the Illinois State Toll Highway Authority, may operate or administer a system, other than the 9-1-1 emergency telephone system, for responding to calls from persons seeking emergency or non-emergency assistance on toll highways. Provides that the Authority may not operate or administer a system, other than the 9-1-1 emergency telephone system, for responding to calls for emergency assistance. Provides that the Authority may operate its own system for responding to calls for non-emergency assistance, if the number to be dialed by persons utilizing the system does not contain the digit "9". Provides that the Authority may not promote, by means of signs or by any other means, the use of any system other than the 9-1-1 system by any person seeking emergency or non-emergency assistance on toll highways. Effective July 1, 2008.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Toll Highway Act is amended by adding
5 Section 9.65 as follows:
 
6     (605 ILCS 10/9.65 new)
7     Sec. 9.65. Emergency and other motorist assistance calls.
8     (a) A person or entity other than the Authority may not
9 operate or administer a system, other than the 9-1-1 emergency
10 telephone system, for responding to calls from persons seeking
11 emergency or non-emergency assistance on the toll highways of
12 this State.
13     (b) The Authority may not operate or administer a system,
14 other than the 9-1-1 emergency telephone system, for responding
15 to calls from persons seeking emergency assistance on the toll
16 highways of this State.
17     (c) The Authority may establish and operate or administer a
18 system, other than the 9-1-1 emergency telephone system, for
19 responding to calls from persons seeking non-emergency
20 assistance on the toll highways of this State, if the number to
21 be dialed by persons utilizing the system does not contain the
22 digit "9".
23     (d) The Authority may not promote, by means of signs or by

1 any other means, the use of any system, other than the 9-1-1
2 emergency telephone system, by any person seeking emergency or
3 non-emergency assistance on the toll highways of this State.
 
4     Section 99. Effective date. This Act takes effect July 1,
5 2008.
