Amend the Criminal Code of 1961. Creates the offense of traveling to meet a minor. Provides that a person commits the offense when he or she travels
any distance either within this State, to this State, or from
this State by any means, or attempts to do so, or causes
another to do so or to attempt to do so, for the purpose of
engaging in any illegal sexual act or certain other illegal conduct or to otherwise engage in other unlawful
sexual conduct with a child under 18 years of age or with another person believed by
the person to be a child after using a computer on-line
service, Internet service, local bulletin board service, or
any other device capable of electronic data storage or
transmission to: (1) seduce, solicit, lure, or entice or attempt to
seduce, solicit, lure, or entice a child or another person
believed by the person to be a child, to engage in any such illegal
act or (2) solicit, lure, or entice or attempt to solicit,
lure, or entice a parent, legal guardian, or custodian of a
child or a person believed to be a parent, legal guardian, or
custodian of a child to consent to the participation of such
child in any such illegal act. Provides that a violation is a Class 4 felony.

| AN ACT concerning criminal law.

| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Criminal Code of 1961 is amended by adding | 5 |
| Section 11-6.6 as follows: | 6 |
| (720 ILCS 5/11-6.6 new) | 7 |
| Sec. 11-6.6. Traveling to meet a minor. | 8 |
| (a) A person commits the offense of traveling to meet a | 9 |
| minor when he or she travels
any distance either within this | 10 |
| State, to this State, or from
this State by any means, or | 11 |
| attempts to do so, or causes
another to do so or to attempt to | 12 |
| do so, for the purpose of
engaging in any illegal act described | 13 |
| in Article 11 or Section 12-4.3, 12-13, 12-14, 12-14.1, 12-15, | 14 |
| 12-16, 12-16.2, 12-33, or 33D-1 of this Code or to otherwise | 15 |
| engage in other unlawful
sexual conduct with a child or with | 16 |
| another person believed by
the person to be a child after using | 17 |
| a computer on-line
service, Internet service, local bulletin | 18 |
| board service, or
any other device capable of electronic data | 19 |
| storage or

| unlawful sexual conduct with a
child; or | 4 |
| (2) solicit, lure, or entice or attempt to solicit,

| lure, or entice a parent, legal guardian, or custodian of a

| child or a person believed to be a parent, legal guardian, | 7 |
| or
custodian of a child to consent to the participation of | 8 |
| such
child in any act described in Article 11 or Section | 9 |
| 12-4.3, 12-13, 12-14, 12-14.1, 12-15, 12-16, 12-16.2, | 10 |
| 12-33, or 33D-1 of this Code, or to otherwise engage in any | 11 |
| sexual conduct. | 12 |
| (b) Sentence. Traveling to meet a child is a Class 4 | 13 |
| felony. | 14 |
| (c) In this Section: | 15 |
| "Child" means a person under 18 years of age. | 16 |
| "Computer" has the meaning ascribed to it in Section | 17 |
| 16D-2 of this Code. | 18 |
| "Internet" means the global information system that is
| 19 |
| logically linked together by a globally unique address | 20 |
| space based on
the Internet Protocol (IP), or its | 21 |
| subsequent extensions, and that
is able to support | 22 |
| communications using the Transmission Control
| 23 |
| Protocol/Internet Protocol (TCP/IP) suite, or its | 24 |
| subsequent
extensions, or other IP-compatible protocols, | 25 |
| and that provides,
uses, or makes accessible, either | 26 |
| publicly or privately, high level
services layered on the |

| communications and related infrastructure.
