SYNOPSIS AS INTRODUCED:
 
405 ILCS 20/8.10 new

    Amends the Community Mental Health Act. Provides that from funds appropriated to the Department of Human Services for that purpose, the Secretary of Human Services shall establish a 2-year pilot program in 3 locations across the State to provide mental health services to veterans who do not qualify for mental health services under a federally funded or State-funded program and who do not have insurance coverage for mental health services. Provides that the Department of Human Services shall implement the program in cooperation with the Department of Veterans' Affairs. Provides that in allocating funds to community providers for veterans' mental health services, the Department of Human Services shall give preference to programs that serve special population groups and targeted geographic areas. Effective immediately.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Community Mental Health Act is amended by
5 adding Section 8.10 as follows:
 
6     (405 ILCS 20/8.10 new)
7     Sec. 8.10. Pilot program; veterans.
8     (a) In this Section, "veteran" means any person who has
9 served in a branch of the United States military for more than
10 180 consecutive days after initial training.
11     (b) From funds appropriated by the General Assembly to the
12 Department of Human Services for that purpose, the Secretary of
13 Human Services shall establish a pilot program in 3 locations
14 across the State to provide mental health services to veterans
15 who do not qualify for mental health services under a federally
16 funded or State-funded program and who do not have insurance
17 coverage for mental health services. The Department of Human
18 Services shall implement the pilot program in cooperation with
19 the Department of Veterans' Affairs.
20     (c) In allocating funds to community providers for
21 veterans' mental health services, the Department of Human
22 Services shall give preference to programs that serve special
23 population groups and targeted geographic areas, as determined

1 by the Department.
2     (d) The Department of Human Services shall adopt rules
3 establishing implementation guidelines and standards for
4 creation of the pilot program.
5     (e) The pilot program shall operate for 2 years, after
6 which the Department of Human Services, in consultation with
7 the Department of Veterans' Affairs, shall report to the
8 General Assembly with recommendations on establishing an
9 efficient, accessible, permanent program to provide mental
10 health services to veterans.
 
11     Section 99. Effective date. This Act takes effect upon
12 becoming law.
