    (305 ILCS 5/5-5.26 new)
Sec. 5-5.26. Child and adult psychiatric services. The
General Assembly finds that direct access to psychiatric mental
health services for children and adults suffering from mental
illness will improve the quality of life for these individuals
and will contain health care costs by avoiding the need for
more costly inpatient hospitalization. Thus, it is the intent
of the General Assembly to ensure that service providers
providing child and adult psychiatric services on an outpatient
basis are adequately reimbursed for the cost of providing these
