1     AN ACT concerning the lottery.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Lottery Law is amended by adding
5 Sections 7.9 and 27.5 as follows:
 
6     (20 ILCS 1605/7.9 new)
7     Sec. 7.9. Study of demographic data.
8     (a) At least once every 2 years, the Department shall
9 employ an independent firm that is experienced in demographic
10 analysis to conduct a demographic study of lottery players in
11 the State. The study must include the income, age, sex, race,
12 education, and frequency of participation of the players.
13     (b) The Director shall report the results of the
14 demographic study under this Section to the Governor and to the
15 General Assembly before the convening of the regular
16 legislative session that immediately follows the completion of
17 the study.

19     Sec. 27.5. No rulemaking authority. Notwithstanding any
20 other provision of this Act or any other rulemaking authority
21 that may exist, on and after the effective date of this
22 amendatory Act of the 95th General Assembly, neither the

1 Governor nor any agency or agency head under the jurisdiction
2 of the Governor has any authority to make or promulgate rules
3 to implement or enforce the provisions of this Act. If,
4 however, the Governor believes that rules are necessary to
5 implement or enforce the provisions of this Act, the Governor
6 may suggest rules to the General Assembly by filing them with
7 the Clerk of the House and Secretary of the Senate and by
8 requesting that the General Assembly authorize such rulemaking
9 by law, enact those suggested rules into law, or take any other
10 appropriate action in the General Assembly's discretion.
11 Nothing contained in this Act shall be interpreted to grant
12 rulemaking authority under any other Illinois statute where
13 such authority is not otherwise explicitly given. For the
14 purposes of this Act, "rules" is given the meaning contained in
15 Section 1-70 of the Illinois Administrative Procedure Act, and
16 "agency" and "agency head" are given the meanings contained in
17 Sections 1-20 and 1-25 of the Illinois Administrative Procedure
18 Act to the extent that such definitions apply to agencies or
19 agency heads under the jurisdiction of the Governor.
 
20     Section 99. Effective date. This Act takes effect upon
21 becoming law.
