SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.675 new

    Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the State Finance Act. Requires the Department of State Police to establish and maintain a violence-prevention program to be known as Operation Safe Streets. Provides that, under the program, the Department shall take applications from communities in the State located outside of Cook County that wish to participate. Sets forth the required components of the program. Creates the Safe Streets Fund as a special fund in the State treasury.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of State Police Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 2605-180 as follows:
 
7     (20 ILCS 2605/2605-180 new)
8     Sec. 2605-180. Operation Safe Streets.
9     (a) The Department shall establish and maintain a
10 violence-prevention program to be known as Operation Safe
11 Streets. Under the program, the Department shall take
12 applications from communities in the State located outside of
13 Cook County that wish to participate. The components of this
14 program must include: community mobilization, youth outreach,
15 public education, conflict mediation, the involvement of
16 faith-based leaders, and the participation of law enforcement
17 and other criminal-justice professionals.
18     (b) The Safe Streets Fund is created as a special fund in
19 the State treasury. From appropriations from the Fund, the
20 Department shall make grants to public and private entities in
21 participating communities for the purpose of the Operation Safe
22 Streets program.
23     Moneys received for the purposes of this Section,

1 including, without limitation, appropriations and gifts,
2 grants, and awards from any public or private entity, must be
3 deposited into the Fund. Any interest earnings that are
4 attributable to moneys in the Fund must be deposited into the
5 Fund.
6     (c) The Department shall adopt any rules necessary to
7 establish and operate the Operation Safe Streets program.
 
8     Section 10. The State Finance Act is amended by adding
9 Section 5.675 as follows:
