SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-616.5 new

    Amends the Illinois Vehicle Code. Provides that the Secretary of State shall, at no additional charge, issue special license plates or decals that identify the owner of the vehicle as a person with diabetes. Establishes requirements that must be met for issuance of the plates. Provides that, if a person is issued special license plates for a person with diabetes, he or she shall not be issued special decals. Provides that the special plates or decals issued under this provision do not entitle the person to special parking privileges.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 3-616 and by adding Section 3-616.5 as follows:
 
6     (625 ILCS 5/3-616.5 new)
7     Sec. 3-616.5. Diabetes license plates.
8     (a) Upon receiving an application for a certificate of
9 registration for a motor vehicle of the first division or for a
10 motor vehicle of the second division weighing no more than
11 8,000 pounds, accompanied with payment of the registration fees
12 required under this Code from a person with diabetes, the
13 Secretary of State, if so requested, shall issue to that person
14 registration plates, as provided for in Section 3-611, or
15 special decals, provided that the person with diabetes must not
16 be disqualified from obtaining a driver's license under
17 subsection 8 of Section 6-103 of this Code, and further
18 provided that any person making such a request must submit a
19 statement, certified by a licensed physician, by a physician
20 assistant who has been delegated the authority to make this
21 certification by his or her supervising physician, or by an
22 advanced practice nurse who has a written collaborative
23 agreement with a collaborating physician that authorizes the

1 advanced practice nurse to make this certification, to the
2 effect that the person suffers from diabetes. If the person is
3 issued special license plates for a person with diabetes, the
4 person shall not be issued special decals.
5     (b) Any person requesting special plates under this Section
6 may also apply to have the special plates personalized, as
7 provided under Section 3-405.1.
8     (c) Special plates or special decals issued under this
9 Section do not entitle the person to special parking
10 privileges.
