1     AN ACT concerning regulation.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Public Utilities Act is amended by adding
5 Section 8-307 as follows:

6     (220 ILCS 5/8-307 new)
7     Sec. 8-307. Billing for a utility commodity. A utility
8 shall bill a customer for the legally-obtained commodity only
9 (i) after the service meter has been connected or (ii) if the
10 service is to new construction, after the meter has been
11 connected to the service line.

12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
