SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-348 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall take all appropriate steps to increase the number of women who receive cancer screenings or other services under the Illinois Breast and Cervical Cancer Program, the Stand Against Cancer Initiative, and the Hispanic Breast and Cervical Cancer Initiative in each State fiscal year so that by the end of State fiscal year 2017, every woman who is eligible for cancer screenings or other services under one of those programs receives those services. Requires the Department to request increased appropriations for this purpose and include those requests in the Department's proposed annual budget for each of State fiscal years 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, and 2017. Provides that for each of those State fiscal years, the Department's requested appropriations for the cancer programs shall maintain the ratio of funding between each of the cancer programs that existed for State fiscal year 2007. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-348 as follows:
 
7     (20 ILCS 2310/2310-348 new)
8     Sec. 2310-348. Breast and cervical cancer screening;
9 funding.
10     (a) As used in this Section, "cancer program" means any of
11 the following: the Illinois Breast and Cervical Cancer Program;
12 the Stand Against Cancer Initiative; or the Hispanic Breast and
13 Cervical Cancer Initiative.
14     (b) The Department shall take all appropriate steps to
15 increase the number of women who receive cancer screenings or
16 other services under the cancer programs in each State fiscal
17 year so that by the end of State fiscal year 2017, every woman
18 who is eligible for cancer screenings or other services under a
19 cancer program receives those services. Those appropriate
20 steps include, but are not limited to, requesting increased
21 appropriations for this purpose and including those requests in
22 the Department's proposed annual budget for each of State
23 fiscal years 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015,

1 2016, and 2017. For each of those State fiscal years, the
2 Department's requested appropriations for the cancer programs
3 shall maintain the ratio of funding between each of the cancer
4 programs that existed for State fiscal year 2007. The Director
5 shall determine the rate of the increase in the number of women
6 who are targeted to receive cancer screenings or other services
7 under each of the cancer programs in each State fiscal year.
 
8     Section 99. Effective date. This Act takes effect upon
9 becoming law.
