    Amends the Fire Protection District Act. Authorizes the board of trustees to provide group insurance to employees. Sets forth requirements.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Fire Protection District Act is amended by
5 adding Section 6.3 as follows:
 
6     (70 ILCS 705/6.3 new)
7     Sec. 6.3. Group insurance.
8     (a) In addition and supplementary to the powers granted
9 under Section 6, the trustees of any fire protection district
10 may arrange to provide, for the benefit of employees of the
11 district, group life, health, accident, hospital, and medical
12 insurance, or any one or any combination of those types of
13 insurance, and may arrange to provide that insurance for the
14 benefit of the spouses or dependents of those employees. The
15 insurance may include provision for employees or other insured
16 persons who rely on treatment by prayer or spiritual means
17 alone for healing in accordance with the tenets and practice of
18 a well recognized religious denomination. The trustees may
19 provide for payment by the district of a portion of the premium
20 or charge for the insurance with the employee paying the
21 balance of the premium or charge. If the trustees undertake a
22 plan under which the district pays a portion of the premium or
23 charge, the trustees shall provide for withholding and

1 deducting from the compensation of those employees who consent
2 to join the plan the balance of the premium or charge for the
3 insurance.
4     (b) If the trustees do not provide for a plan under which
5 the district pays a portion of the premium or charge for a
6 group insurance plan, the trustees may provide for withholding
7 and deducting from the compensation of those employees who
8 consent thereto the premium or charge for any group life,
9 health, accident, hospital, and medical insurance.
10     (c) The trustees may exercise the powers granted in this
11 Section only if the kinds of group insurance are obtained from
12 an insurance company authorized to do business in the State of
13 Illinois, or are obtained through an intergovernmental joint
14 self-insurance pool as authorized under the Intergovernmental
15 Cooperation Act. The trustees shall be allowed to join or
16 create an intergovernmental joint self-insurance pool
17 regardless of size. The trustees may enact an ordinance
18 prescribing the method of operation of the insurance program.
19     (d) If a district is a self-insurer for purposes of
20 providing health insurance coverage for its employees, the
21 insurance coverage shall include screening by low-dose
22 mammography for all women 35 years of age or older for the
23 presence of occult breast cancer. The coverage shall be as
24 follows:
25         (1) A baseline mammogram for women 35 to 39 years of
26     age.

1         (2) An annual mammogram for women 40 years of age or
2     older.
3     Those benefits shall be at least as favorable as for other
4 radiological examinations and subject to the same dollar
5 limits, deductibles, and co-insurance factors. For purposes of
6 this subsection, "low-dose mammography" means the x-ray
7 examination of the breast using equipment dedicated
8 specifically for mammography, including the x-ray tube,
9 filter, compression device, screens, and image receptors, with
10 an average radiation exposure delivery of less than one rad
11 mid-breast, with 2 views for each breast.
