SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Thomas G. "Tom" McSwiggin of Springfield, who passed away on May 17, 2023; and

WHEREAS, Tom McSwiggin was born to Leroy and Mary (Kook) McSwiggin in Muscatine, Iowa on January 8, 1938; he graduated from Wilton High School in Wilton Junction, Iowa; he earned his Bachelor of Science in Civil Engineering and his Master of Science in Sanitary Engineering from the University of Iowa; he married Sharon Sonneville at St. Mary's Catholic Church in Moline on June 6, 1964; and

WHEREAS, Tom McSwiggin served the State of Illinois in the water pollution control field for 40 years until his retirement; during the last 25 years of his career, he served as manager of the Permit Section at the Illinois Environmental Protection Agency (IEPA), Division of Water Pollution Control, which was responsible for the issuance of the discharge permits under the delegated authority as stated by the Clean Water Act; and

WHEREAS, Tom McSwiggin was a member of the Illinois Society of Professional Engineers, the American Society of Civil Engineers, the American Water Works Association, the Water Environment Federation, and the National Society of Professional Engineers; he also served on the Federal Advisory Committee on Sanitary Sewer Overflows; and

WHEREAS, Tom McSwiggin previously served as president of the Holy Name Society at Christ the King Catholic Church for many years; he enjoyed traveling and watching NASCAR; and

WHEREAS, Tom McSwiggin was preceded in death by his parents and his son-in-law, Ricky Richardson; and

WHEREAS, Tom McSwiggin is survived by his wife, Sharon McSwiggin; his son, Timothy (Jamie Hall) McSwiggin; his daughters, Cynthia Richardson and Erin McSwiggin; his grandchildren, Amanda and Kimberly; his siblings, Mary Kay (J. Pat) Benda, Theresa (Dan) Carlquist, James (Debbie) McSwiggin, Joe (Eleanor) McSwiggin, and John (Gayle) McSwiggin; and several nieces, nephews, and cousins; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Thomas G. "Tom" McSwiggin and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Tom McSwiggin as an expression of our deepest sympathy.
