| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with regret of the death Richard "Dick" Lawless of | 4 |
| Bartonville on February 16, 2006; and
| 5 |
| WHEREAS, Born on October 23, 1920, in Peoria, Richard | 6 |
| Lawless was the son of Harry P. and Anna Wolf Lawless; he was a | 7 |
| 1939 graduate of Manual Training High School, where he was an | 8 |
| all-conference athlete in basketball and baseball; and
| 9 |
| WHEREAS, In 1942, Mr. Lawless entered the United State | 10 |
| Naval Air Corps and was commissioned as a naval aviator at the | 11 |
| Naval Air Station in Pensacola, Florida; he served as an | 12 |
| instrument flight instructor during World War II and was | 13 |
| honorably discharged in 1946; and

| WHEREAS, He married Lucille Marie Dancy on April 29, 1944, | 15 |
| in Peoria; and
| 16 |
| WHEREAS, Mr. Lawless was a lifelong member of the United | 17 |
| Association of Steamfitters Local 353 for 65 years, where he | 18 |
| served as business agent, business manager, and apprentice | 19 |
| coordinator; during his career, he established the | 20 |
| Steamfitters Apprentice Program, playing a leading role in | 21 |
| creating the training school; he was an instructor and a mentor | 22 |
| to apprentice steamfitters for over four decades; and | 23 |
| WHEREAS, In 1990, he received the coveted Francis X. | 24 |
| McCartin Citizen Leadership Hawk on the Rock Award from the | 25 |
| United Association; he was awarded the Tri-County Construction | 26 |
| (TRI-CON) Person of the Year award in 2003 in recognition of | 27 |
| his many contributions to labor-management relations in the | 28 |
| Central Illinois construction industry; in 2005, he received | 29 |
| the Citizens Award for Dedicated Service to Illinois Law | 30 |
| Enforcement Agencies from the Peoria County Association of |

| Chiefs of Police; and | 2 |
| WHEREAS, He was a co-founder of Lawless Plumbing and | 3 |
| Heating Company with his younger brother, Robert; he served on | 4 |
| the Peoria County Sheriffs Merit Commission for 35 years, | 5 |
| including 24 years as the commission vice chairman; he retired | 6 |
| in January of 2006; he was also a member of the Illinois | 7 |
| Sheriff Association; and
| 8 |
| WHEREAS, He was a member of St. Anthony's Catholic Church | 9 |
| in Bartonville; Bartonville American Legion Post 979; the | 10 |
| Peoria AMVETS Post 64; the Knights of Columbus, St. Jude | 11 |
| Council; and the BPOE Lodge 20; he was a lifelong outdoor | 12 |
| sportsman and cherished the deeply valued friendships he forged | 13 |
| and sustained for over 40 years with fellow members of the | 14 |
| Briney-Hamm Duck Hunters Association of Bluff City, Illinois; | 15 |
| and
| 16 |
| WHEREAS, The passing of Richard Lawless has been deeply | 17 |
| felt by many, especially his wife, Lucille Lawless; his sons, | 18 |
| Richard P. Lawless Jr. and Robert M. Lawless; his three | 19 |
| grandchildren; and his three nieces; he was preceded in death | 20 |
| by his parents; his brother, Robert Bob Lawless; and his | 21 |
| sister, Elizabeth (Lawless) Janssen; therefore, be it
| 22 |
| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 23 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 24 |
| Richard "Dick" Lawless, and we extend our deepest sympathy to | 25 |
| his family, friends, colleagues, and all who knew and loved | 26 |
| him; and be it further
| 27 |
| RESOLVED, That a suitable copy of this resolution be | 28 |
| presented to his family as an expression of our sincere | 29 |
| condolences.
