SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.640 new
30 ILCS 105/6z-68 new

Amends the State Finance Act. Creates the Community Services, Disabilities, and Mental Health Fund. Provides that, on and after the effective date of this amendatory Act of the 94th General Assembly, all moneys received by the Department of Human Services as federal financial participation funds shall be deposited into the Community Services, Disabilities, and Mental Health Fund. Provides that, subject to appropriation, moneys in the Fund shall be used to fund only those programs that generate federal financial participation funds. Effective immediately.

AN ACT concerning State finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Finance Act is amended by adding Sections 5.640 and 6z-68 as follows:

Sec. 5.640. The Community Services, Disabilities, and Mental Health Fund.

Sec. 6z-68. Community Services, Disabilities, and Mental Health Fund.

(a) The Community Services, Disabilities, and Mental Health Fund is hereby created as a special fund in the State treasury.

(b) On and after the effective date of this amendatory Act of the 94th General Assembly, all moneys received by the Department of Human Services as federal financial participation funds shall be deposited into the Community Services, Disabilities, and Mental Health Fund.

Subject to appropriation, moneys in the Fund shall be used to fund only those programs that generate federal financial participation funds.

Section 99. Effective date. This Act takes effect upon becoming law.
