SYNOPSIS AS INTRODUCED:

605 ILCS 5/4-101.13   from Ch. 121, par. 4-101.13

    Amends the Alternate Fuels Act. Provides that, beginning July 1, 2005 and through June 30, 2010, the Secretary of State must notify each owner of a licensed motor vehicle that many motor vehicles are capable of using E85 blended fuel. Sets forth requirements for this notice. Amends the Illinois Highway Code. Provides that, beginning July 1, 2005 and through June 30, 2010, the Department of Transportation must include the locations of all refueling stations that provide E85 blended fuel on maps published by the Department. Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Requires the Department of Revenue to assist the Department of Transportation in developing and maintaining a list and map of all refueling stations that provide E85 blended fuel. Effective immediately.

1     AN ACT concerning environmental safety.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Revenue Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 2505-735 as follows:
 
7     (20 ILCS 2505/2505-735 new)
8     Sec. 2505-735. Assistance to other State agencies
9 concerning alternative fuel. The Department must assist the
10 Department of Transportation, the Secretary of State, and any
11 other applicable State agency in developing and maintaining a
12 list and map of all refueling stations that provide E85 blended
13 fuel so that the location of those stations may be included on
14 maps published by the Department of Transportation, as required
15 under Section 4-101.13 of the Illinois Highway Code.
 
16     Section 10. The Alternate Fuels Act is amended by adding
17 Section 23 as follows:
 
18     (415 ILCS 120/23 new)
19     Sec. 23. Flexible fuel vehicle notification.
20     (a) Beginning July 1, 2005 and through June 30, 2010, the
21 Secretary of State must notify each owner of a licensed motor
22 vehicle that many motor vehicles are capable of using E85
23 blended fuel. This notice must be included with the motor
24 vehicle sticker renewal form mailed to the owner by the Office
25 of the Secretary of State.
26     (b) The notice under this Section must be in the form of a
27 separate paper. The notice must include an image of the
28 American flag and must include the following text:
29         Are you aware that many motor vehicles are capable of
30     using E85 blended fuel? Using E85 blended fuel helps our

1     economy, helps protect our environment, and helps reduce
2     our dependence on foreign oil. In order to find out which
3     vehicles can use E85 fuel, please contact the manufacturer
4     of your motor vehicle or the Office of the Secretary of
5     State. In order to find out where E85 fuel is available,
6     please contact the Office of the Secretary of State, or
7     examine an Illinois highway map published by the Illinois
8     Department of Transportation.
 
9     Section 15. The Illinois Highway Code is amended by
10 changing Section 4-101.13 as follows:
 
11     (605 ILCS 5/4-101.13)  (from Ch. 121, par. 4-101.13)
12     Sec. 4-101.13. To publish maps in convenient forms showing
13 State and other highways for use by the public and, in its
14 discretion, to fix a charge therefor not in excess of the cost
15 of publication.
16     Beginning July 1, 2005 and through June 30, 2010, the
17 Department, in consultation with the Secretary of State, must
18 include the locations of all refueling stations that provide
19 E85 blended fuel on maps published by the Department.

21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
