SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/9-28

    Amends the Election Code. Requires that a political committee's reports of campaign contributions during the 30 days before an election and the 15 days before a primary must be filed electronically if the aggregate amount of the contributions being reported, when combined with the committee's previously reported aggregate contributions, equals or exceeds $10,000. Effective immediately.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing Section
5 9-28 as follows:
 
6     (10 ILCS 5/9-28)
7     Sec. 9-28. Electronic filing and availability. The Board
8 shall by rule provide for the electronic filing of expenditure
9 and contribution reports as follows:
10     Beginning July 1, 1999, or as soon thereafter as the Board
11 has provided adequate software to the political committee,
12 electronic filing is required for all political committees that
13 during the reporting period (i) had at any time a balance or an
14 accumulation of contributions of $25,000 or more, (ii) made
15 aggregate expenditures of $25,000 or more, or (iii) received
16 loans of an aggregate of $25,000 or more.
17     Beginning July 1, 2003, electronic filing is required for
18 all political committees that during the reporting period (i)
19 had at any time a balance or an accumulation of contributions
20 of $10,000 or more, (ii) made aggregate expenditures of $10,000
21 or more, or (iii) received loans of an aggregate of $10,000 or
22 more. In addition, a political committee must electronically
23 file each report or schedule required under subsection (b-5) of
24 Section 10 if the aggregate amount of contributions in that
25 report or schedule, when combined with the aggregate amounts of
26 (i) other contributions previously reported under subsection
27 (b-5) of Section 10 and (ii) contributions previously reported
28 under subsection (b) of Section 10 with respect to the same
29 primary or election, equals or exceeds $10,000.
30     The Board may provide by rule for the optional electronic
31 filing of expenditure and contribution reports for all other
32 political committees. The Board shall promptly make all reports

1 filed under this Article by all political committees publicly
2 available by means of a searchable database that is accessible
3 through the World Wide Web.
4     The Board shall provide all software necessary to comply
5 with this Section to candidates, public officials, political
6 committees, and election authorities.
7     The Board shall implement a plan to provide computer access
8 and assistance to candidates, public officials, political
9 committees, and election authorities with respect to
10 electronic filings required under this Article.
11     For the purposes of this Section, "political committees"
12 includes entities required to report to the Board under Section
13 9-7.5.

15     Section 99. Effective date. This Act takes effect upon
16 becoming law.
