| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Public Community College Act is amended by |
| 5 |
| changing Section 2-16.03 and by adding Section 2-16.09 as |
| 6 |
| follows:
|

| (110 ILCS 805/2-16.03) (from Ch. 122, par. 102-16.2)

| Sec. 2-16.03. The AFDC Opportunities Fund is hereby created
|
| 9 |
| in the State Treasury. Each month there shall be transferred |
| 10 |
| into that Fund as
provided in subsection (d) of Section 12-10.3 |
| 11 |
| of the Illinois Public Aid Code
all amounts credited for |
| 12 |
| deposit in the special account established and
maintained in |
| 13 |
| the Employment and Training Fund as provided in Section 12-5 of
|
| 14 |
| the Illinois Public Aid Code. Expenditures and distributions |
| 15 |
| from the AFDC Opportunities Fund shall be
made by the State |
| 16 |
| Board, pursuant to appropriations made by the General
Assembly |
| 17 |
| from that Fund, for grants to public community colleges for
|
| 18 |
| costs of work force training and technology and for the |
| 19 |
| operating expenses made and
incurred by the State Board in |
| 20 |
| connection with these purposes.

| Sec. 2-16.09. ICCB Instructional Development and |

| Enhancement Applications Revolving Fund. The ICCB |

| Instructional Development and Enhancement Applications |

| Revolving Fund is created as a special fund in the State |

| treasury. The State Board shall deposit into the Fund moneys |
| 28 |
| received by the State Board from the sale of instructional |
| 29 |
| technology developed by the State Board. All moneys in the Fund |
| 30 |
| shall be used by the State Board, subject to appropriation by |
| 31 |
| the General Assembly, for costs associated with maintaining and |
