SYNOPSIS AS INTRODUCED:
 
25 ILCS 155/4.1 new

    Amends the Commission on Government Forecasting and Accountability Act. Creates the Toll Highway Oversight Panel within the Commission. Provides for each legislative leader to appoint 2 members. The function of the Panel is to provide legislative oversight of all operations and other matters pertaining to the Illinois State Toll Highway Authority. To that end, the Panel has full authority to hold public hearings, conduct investigations, and make recommendations to the General Assembly. The Illinois State Toll Highway Authority and its officers and employees are required to fully and promptly co-operate with and assist the Panel in carrying out its oversight functions. At the request of the Panel, the Illinois State Toll Highway Authority must provide documents to the Panel and must make its officers and employees available for testimony before the Panel. The Commission shall provide staff and support to the Panel. Effective immediately.

1     AN ACT concerning legislative oversight.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Commission on Government Forecasting and
5 Accountability Act is amended by adding Section 4.1 as follows:
 
6     (25 ILCS 155/4.1 new)
7     Sec. 4.1. Toll Highway Oversight Panel.
8     (a) The Toll Highway Oversight Panel is created within the
9 Commission.
10     (b) The President and Minority Leader of the Senate and the
11 Speaker and Minority Leader of the House of Representatives
12 shall each appoint 2 members of the General Assembly to the
13 Panel. All appointments shall be in writing and filed with the
14 Secretary of State as a public record.
15     (c) Any vacancy shall be filled by appointment in the same
16 manner as the original appointment. A vacancy exists when a
17 member of the Panel no longer holds the elected legislative
18 office held at the time of the appointment.
19     (d) Members appointed other than to fill a vacancy shall be
20 appointed for a 2-year term. The term of all members, whether
21 appointed to fill a vacancy or otherwise, shall expire on
22 February 1 of each odd-numbered year.
23     (e) During February of each odd-numbered year, the members
24 of the panel shall elect 2 co-chairs, one from each chamber of
25 the General Assembly and not of the same political party. At
26 the ensuing election of co-chairs, the co-chair from each
27 chamber must be of a different political party than the
28 previous co-chair from that chamber.
29     (f) The Panel shall meet at the call of the co-chairs.
30     (g) The function of the Panel is to provide legislative
31 oversight of all operations and other matters pertaining to the
32 Illinois State Toll Highway Authority. To that end, the Panel

4     (h) The Illinois State Toll Highway Authority and its

13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
