SYNOPSIS AS INTRODUCED:
 
25 ILCS 155/4.1 new

    Amends the Commission on Government Forecasting and Accountability Act. Requires the Commission to conduct a study, compile data, and make a report by January 1, 2006 concerning the economic effects, both inflows and outflows, of illegal immigration on the public and private economies of Illinois. Repeals the new provisions on July 1, 2006. Effective immediately.

1     AN ACT concerning the economic effects of illegal
2 immigration.
 
3     Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
 
5     Section 5. The Commission on Government Forecasting and
6 Accountability Act is amended by adding Section 4.1 as follows:
 
7     (25 ILCS 155/4.1 new)
8     Sec. 4.1. Economic effects of illegal immigration; study
9 and report.
10     (a) The Commission must conduct a study and compile data
11 concerning the effects of illegal immigration on both the
12 public and private economies of the State of Illinois. Included
13 in the study shall be analyses of economic inflows, such as tax
14 revenues to the State, units of local government, and school
15 districts and increased income to providers of housing and
16 goods and services, together with analyses of economic
17 outflows, such as the costs of medical care, education, and
18 public safety and assistance. In addition, the study shall
19 include analyses of other economic effects of illegal
20 immigration deemed relevant by the Commission.
21     (b) The Commission shall make its study and compile data
22 with respect to State fiscal years 2002, 2003, and 2004.
23     (c) The Commission shall report its findings and a summary
24 of its data to the Governor and the General Assembly by January
25 1, 2006.
26     (d) This Section is repealed on July 1, 2006.
 
27     Section 99. Effective date. This Act takes effect upon
28 becoming law.
