1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-215 as follows:
 
7     (20 ILCS 605/605-215 new)
8     Sec. 605-215. Interagency Military Base Support and
9 Economic Development Committee.
10     (a) To coordinate the State's activities on and to act as a
11 communications center for issues relating to current and former
12 military bases in the State, the Interagency Military Base
13 Support and Economic Development Committee is created as an
14 entity within the Department.
15     (b) The Committee shall be composed of the following 7 ex
16 officio members or their designees: the Lieutenant Governor,
17 the Director of Commerce and Economic Opportunity, the
18 Secretary of Transportation, the Director of Natural
19 Resources, the Director of the Environmental Protection
20 Agency, the Director of Revenue, and the Adjutant General of
21 the Department of Military Affairs. In addition, 4 members of
22 the General Assembly shall be appointed, one each appointed by
23 the President of the Senate, the Senate Minority Leader, the
24 Speaker of the House of Representatives, and the Minority
25 Leader of the House of Representatives. The chair and
26 vice-chair of the committee, in consultation with the full
27 Committee, shall appoint 8 public members to serve as
28 representatives from the counties, or adjoining counties, of a
29 current or former military base site as necessary to carry out
30 the work of the Commission.
31     (c) The Lieutenant Governor shall serve as chair of the
32 Committee, and the Director of Commerce and Economic

1 Opportunity shall serve as vice-chair and shall oversee the
2 administration of the Committee and its functions. Expenses
3 necessary to carry out the function of the Committee shall be
4 shared among the agencies represented on the Committee pursuant
5 to an interagency agreement and from funds appropriated for
6 this purpose or from existing funds within the budgets of those
7 agencies. General Assembly appointees shall serve for the
8 duration of the General Assembly in which the appointee is
9 appointed, but the appointee's term shall expire if the
10 appointee no longer remains a member of that General Assembly.
11 The Committee shall meet not less than quarterly.
12     (d) Each member of the Committee must request reimbursement
13 from his or her individual agency for actual and necessary
14 expenses incurred while performing his or her duties as a
15 member of the Committee. Public members shall be reimbursed
16 from funds appropriated to the Department for that purpose.
17     (e) The Committee shall provide advice and recommendations
18 to the Department on the following:
19         (1) The formation of a strategic plan for State and
20     local military base retention, realignment, and reuse
21     efforts.
22         (2) The issues impacting current and former military
23     bases in the State, including infrastructure requirements,
24     environmental impact issues, military force structure
25     possibilities, tax implications, property considerations,
26     and other issues requiring State agency coordination and
27     support.
28         (3) The status of community involvement and
29     participation in retention, realignment, and reuse efforts
30     and the community support for economic development before
31     and after a military base closing.
32         (4) The State's retention, realignment, and reuse
33     advocacy efforts on the federal level.
34         (5) The development of impact studies concerning the
35     closing of a base on the community, housing, the economy,
36     schools, and other public and private entities, including

1     additional economic development ideas to minimize the
2     impact in the event of the base closing.
3         (6) The development of future economic expansion plans
4     for areas that are subject to closure or realignment.
5     (f) The Committee, in cooperation with the Department,
6 shall keep the Governor and General Assembly informed
7 concerning the progress of military base retention,
8 realignment, reuse, and economic development efforts in the
9 State.
10     (g) The Committee shall serve as the central information
11 clearinghouse for all military base reuse, retention, and
12 realignment activities. This shall include: (i) serving as a
13 liaison between the State and community organizations that
14 support the long-term viability of military bases; (ii)
15 communicating with the State's congressional delegation; and
16 (iii) generally coordinating with the public, governmental
17 bodies, and officials in communicating about the future of
18 military bases in the State.
 
19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
