HOUSE RESOLUTION

 
2     WHEREAS, Citizens of our State who place themselves in
3 harm's way to protect the public are worthy of recognition; and
 
4     WHEREAS, It has come to our attention that Oak Lawn Police
5 Chief Robert V. Smith, Jr., is retiring from his position after
6 32 years of protecting and serving the citizens of Oak Lawn;
7 his distinguished career has included countless successful law
8 enforcement operations that helped protect his community; and
 
9     WHEREAS, Chief Smith, a fourth-generation police officer,
10 began his career with the Oak Lawn Police Department in 1974 as
11 a patrol officer; in the detective division from 1980 until
12 2002, he served as acting sergeant, sergeant, lieutenant, and
13 as chief of detectives; he began his term as Chief of Police in
14 2002; and
 
15     WHEREAS, He has earned many honors during his time on the
16 force, including a Citation of Merits from the V.F.W., the
17 Medal of Honor from the Cook County Sheriff, FBI Recognition,
18 the United States Secret Service Award, 23 Meritorious Service
19 Awards, 37 Department Honorable Mentions, the Police Officer of
20 the Year Award in 1982, and the Drug Enforcement Administrators
21 Award; and
 
22     WHEREAS, He valiantly served his country as a member of the
23 United States Marine Corps from 1969 to 1971; he holds a
24 bachelor's degree in criminal social justice from Lewis
25 University and is a graduate of the FBI National Academy; he
26 also has an Associate in Applied Science from Daley Community
27 College, and he attended Moraine Valley Community College as
28 well; he graduated from Bogan High School in Chicago; and
 
29     WHEREAS, His dedication and commitment of the full
30 resources of the Oak Lawn Police Department during the Jesse

1 Quintanilla investigation in 1998 and the pseudoephedrine
2 investigations in 2001-2003 enabled the DEA, the U.S.
3 Attorney's Office, and other law enforcement agencies to
4 successfully investigate, prosecute, and convict many of the
5 area's most significant narcotic traffickers; he was
6 officially recognized by the DEA and by U.S. Attorney Patrick
7 J. Fitzgerald for his support of such investigations;
8 therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 we congratulate Oak Lawn Police Chief Robert V. Smith, Jr., on
12 the occasion of his retirement, and we express our sincere
13 gratitude for his willingness to serve his community and our
14 State for the past 32 years; and be it further
 
15     RESOLVED, That a suitable copy of this resolution be
16 presented to Chief Smith as an expression of our esteem and
17 with best wishes for a relaxing retirement.
