HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois are pleased to congratulate Bill Balling on the occasion of his retirement; and

WHEREAS, Mr. Balling has over 30 years of professional management experience in Illinois municipal government; he has served as Buffalo Grove's Village Manager for the past 28 years and throughout that period has guided growth in the Village to three times its original size; he has served in policy executive leadership capacities as Chairman of the Northwest Water Commission, serving 250,000 customers, as Director and past Chairman for Northwest Central Dispatch, serving 400,000 customers with emergency telecommunications, and as Chairman of the Executive Committee for the Solid Waste Agency of Northern Cook County, serving 700,000 customers with refuse disposal; and

WHEREAS, Throughout his municipal career, Mr. Balling has been the recipient of recognitions and awards including the Illinois City Management Leadership Award in Regional Government (1999) and the Illinois Association of Municipal Management Assistants' Outstanding Manager's Award (2002-2003); in 2002, he received Special Service Recognition from the Illinois Senate, the Illinois House of Representatives, and the Chairmen of the Boards for Cook County and Lake County government; he has also been recognized twice as Rotarian of the Year, and in 2000, he was named Rotarian of the Decade, also receiving the Outstanding Citizen Award in 2002; he is a multiple Paul Harris Fellow in Rotary International; and

WHEREAS, Mr. Balling received a Liberal Arts degree from Elmhurst College with an emphasis in Political Science and Economics in 1969, and a Masters degree in Public Administration from Northern Illinois University specializing in Urban Management in 1974; in 2002-2003, he attended the prestigious Kellogg Graduate School of Management at Northwestern University and was certified in the Kellogg Management Institute; he is also a Credentialed City Manager through the International City & County Management Association (2002-2006); and

WHEREAS, Mr. Balling is married to a photographic artist and has two adult children; his son graduated from the University of Southern California and lives in Los Angeles working as a jazz piano artist; his daughter graduated from Yale in 2004 as an Epidemiologist and joined the staff of the Centers For Disease Control in Atlanta, Georgia in July, 2004; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Bill Balling on the occasion of his retirement as Buffalo Grove's Village Manager; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Bill Balling as an expression of our respect and esteem and with best wishes for a relaxing retirement.
